PARK POLICIES & TRADE GUIDELINES 2024-2025
The following policy guidelines are for the information of all guests and trades intending to undertake work or erect structures in Wynndean.
Management Approval is required prior to any works commencing
All trades are to register at the Office prior to works commencing. Providing signature details of proposed work to be undertaken Company name contact details Insurance coverage and relevant OHS documentation. Please advise the Office when you are entering and leaving the Park. A Wynndean staff member will direct and/or accompany trade to the site for a site induction. A key to the amenities may be obtained at the office for use during your visit.
• All Vegetation & trees are under protective overlays within the Wynndean Vegetation Management Plan and COGG planning controls. Under no circumstances may trees and/or vegetation be cut or pruned.
• All work must comply with relevant regulations and copies of certificates of compliance and plans of works must be lodged at the Office. Our staff are willing to assist you with their park knowledge. If you require specific assistance please advise the office.
• Air Conditioners/Split Systems - 1 (one) per site and must be plugged in and not hard wired. Rec. 1 HP (Maximum 2.5kw) . Units can draw 8-10 amps on start-up and guests will be limited to any other use of appliances whilst in operation. No more than one 15amp circuit per site/meter. Licensed Trade must contact the Office to establish correct install location. Noise, separation and access will determine position.
• Artificial grass can be rolled out Melbourne Cup Weekend then rolled up neatly and stored at the end of the Summer Peak Holiday period 31st January. Alternatively, Wynndean will engage an outside contractor and Guests will be invoiced accordingly. As an alternative, laying of natural turf is encouraged.
• Natural turf/seeding is encouraged. Wynndean will apply seed to the site upon request and can assist with maintenance. Rolled turf can be laid at Guests expense. Please liaise with the Office about your individual requirements before commencing.
• A-frames can only be removed by a Qualified Engineer. Engineer to submit detailed drawings demonstrating provisions for reconnection. Park power supply for welding must not be used.
• A-frame boxes. Boxes should be made of timber, allow for ventilation and must not be longer than the A-frame (4ft/1.2m). They should not extend past the width of the caravan and should follow the shape of the A-frame. Boxes must be no higher than the caravan window or 1.2m high whichever is less.
• Awnings An awning attached to an annexe may offer weather protection and amenity to the annexe doorway. Material must be 50mm compliant annexe material. The awning length may not exceed 1.2m and the width does not exceed the annexe width. If the doorway to the annexe is on the side then an awning may be permitted not exceeding 4ft/1.2m wide and the length of the doorway. Awning must be attached to the annexe and may be supported by two poles screwed to the associated deck or paving. It may not be enclosed.
• BBQ’s and Outdoor Heating are to be portable and not permanently fixed. CFA regulations require appliances to be 3m clear of combustible materials including trees/vegetation with gas cylinders securely attached. Outdoor heating whilst in operation should not be left unattended and turned off at the cylinder when not in use. The Park’s commercial BBQ’s may be used on a Total Fire Ban day (as advertised at office & at all amenities). Personal BBQ’s cannot be used on Total Fire Ban Days. Further information is available from the office. Electric outdoor appliances are not permitted.
• Decking & Paving. Decks should be made of treated pine and may not be higher than 300mm, not extend past the length of the A-frame of the caravan (Max 4 feet/1.2m) nor extend more than the width of the annexe. If the doorway to the annexe is to the side a deck may not exceed 4ft/1.2m wide and not exceed past the doorway of the annexe. Decks should be portable and attached to the annexe with no posts or concrete in the ground. A compliance plate attached (as per Regulations). Decks & paving must not compromise car parks, extend to roadways nor inhibit access or separations for fire safety.
• Deliveries. Please inform the office of upcoming deliveries and inform the delivery company that trucks are not permitted into the Park and should be directed to the Council streets. If the delivery company calls the office we can arrange assistance. Please ensure the Office has key access to your annexe for delivery.
• Electricity. One circuit per site only ie. Max 15amps supply per meter. All sites must be covered by an RCD. (Available for purchase at the Office). Electrical appliances such as fridges, washing machines, TV’s, heaters etc. are not to be located/installed outdoors.
• Ensuite. An ensuite can be within an annexe or a caravan and must be connected under compliance regulations to the sewer main by registered licensed plumber. Location of sewer connection will be determined and communicated with plumber and guest. Only complying annexes may be permitted to have an ensuite.
ü Site holder engages plumber and notifies Park Management. Please notify the office when trades are due on site.
ü Plumber pays Barwon Water on application fee and lodges “Application to connect” with Barwon Water (please use 9 The Esplanade & site number).
Copy of application form is retained with Park Management with Park Sewerage records.
ü On completion of works, the Plumber lodges a copy of the site drainage plan, which is filed with the application form, as well as a copy of the Compliance Certificate with Park Management.
ü Customer requires an ELGAS contract on ELGAS website). Only LPG gas HWS units are permitted (not electric HWS). Park will determine the location for 45kg cylinder to ensure safe delivery access in line with CFA Clearances & Separations.
ü Two stage regulator, slab/paver base, cylinder to be fixed, separations from ignition sources etc. as per AS 560 & Plumbing Regulations 2008. Plumber is responsible for consent issues including inspection & notification.
• Flyovers. Commercially engineered, compliant materials and compliance plate installed. Must be solely attached to the caravan (RMD) and therefore treated as part of the caravan in the Residential Tenancies Act (Caravan Parks & Movable Dwellings Regulations).
· Prior to installation, an installation advice must be completed by the installer and Wynndean. This must be submitted with computations to Council by Wynndean.
· Flyover to be installed over caravan only. 150mm maximum eave on sides. 300mm on ends.
· The maximum highest point from caravan roof to highest point of flyover is 350mm.
· Flyover must be attached to the caravan only and only annexe materials to be used. Materials to be engineered with computations.
· If two air conditioners exist, the roof air conditioner should be disconnected by an electrician. This can be arranged by the installer.
· If the roof air conditioner’s height exceeds 350mm, it should be removed.
· No vegetation to be removed by installer or guest. Flyovers may have to be modified or not able to be installed if vegetation is threatened.
· Installer to stamp with compliance plate upon completion.
• Gas LPG cylinders (45kg & 9kg) are available by contacting the Office. All cylinders, regulators & hoses must be in good condition, in-date, secured with the pressure valves facing away from units.
• Gas heaters should be 3m clear of any combustible materials trees/vegetation, supervised by an adult at all times. Electric outdoor heating is not permitted.
• Hot Water Units. Only gas instantaneous units installed by a registered &/or licensed plumber and not storage/electric units as these use too much power. The location of the instantaneous HWS & gas cylinder to be determined in conjunction with the plumber. The max size washing machine allowed is 2.5kg cold water top loader. Must also be installed by licensed plumber.
• Paving. There is no formal drainage system in our area and therefore we need to be very conscious of not directing water away from vegetation and grass. Paving should be in small quantities only. A requirement for underground services to be identified prior to commencing.
• Plumbing, trenching, digging or excavation works. Plans of any works to be provided to the office. Generally, only hand digging is allowable due to underground services and vegetation.
• Poison of any description is not permitted within Wynndean, including use of rodent baits, herbicide’s etc.
• Safe work practices must be complied with – No power to be used by tradesman unless covered by a safety switch. SWMS’s must be completed by contractor and safe work practices observed. Certificates of compliance and insurance should be provided to the Office.
• Sheds are not permitted on site. Where a small shed already exists Management requires that it must be dismantled and removed on the following sale.
• Site Induction. A Wynndean staff member will direct and/or accompany tradesman to the site for a site induction. A key to the amenities may be obtained at the office for use during your visit.
• Sites are to be kept in a clean & tidy manner. Bikes, furniture etc. should be stored inside when vacated.
• Stones for landscaping are not permitted in the Park as they can cause damage to property if mown over.
• Storage boxes must be plastic and movable and not exceed 1.2m in height. Storage must not inhibit access, clearance and separations in line with CFA Regulations.
• Temporary Awnings / Sunshades /Temporary sunshades/Gazebos may be used on site whilst occupied, providing the sunshade does not affect road/pedestrian or vehicle access or surrounding sites amenity. All sunshades, temporary awnings & gazebos must be dismantled when the site is unoccupied, as they can become hazardous during strong winds. It is imperative that access for vehicles including work vehicles and pedestrians is maintained. Storage of such items to be in line with CFA Clearance and Separation Regulations.
• Tents are not permitted at any time on any site.
• Trellis & Fences are not permitted within the Park as they inhibit CFA Fire Safety - Clearance and Separation Regulations. Please contact the office to discuss other solutions such as vegetation.
• Work is not to commence before 9am weekdays. Weekend and public holiday work may only be undertaken with prior approval. No major works to be conducted during Christmas and Easter holidays
